I am commanded by My Lords Commissioners of the Admiralty to transmit herewith for the information of Mr. Long copy of telegraphic correspondence which has passed between the Rear Admiral, Hong Kong, and the Admiralty relative to the requisitioning of certain vessels of the Russian Volunteer Fleet. I am also to enclose copy of a telegram which has been despatched to the Rear Admiral, Hong Kong, in reply to his telegram
